IT Productivity was challenged by the Computerwoche on 25 April Page 19 by Mr. Witte. The OECD reports productivity gains for all industry and economic sectors with the exception of IT. Why did this happen ? Did IT not have any increase in productivity ? What is IT's productivity and how is it measured ? Or, could it not be measured ?
Is not IT the enabler of many productivity gains in all the other sectors ? Was IT's contribution completely absorbed by the gains in other sectors that were enabled by IT ?
Here an Example:
A client reports a case of IT-Productivity: some basic decisions were taken by the proprietor of the small food-company b e f o r e the IT Project was started. It was agreed that after going live of the ERP installation an audit should proove the benefits. This check turned out, that about 30 % of the investment in IT and related processes was cashed in within the first year of operation. This resulted from optimized warehousing, less loss in raw materials and manpower time saved. The question now is: is this a gain in IT-productivity od rather in food-production-productivity ?

Witte: IT-Productivity - is there such a thing ?
The german IT-Paper "Computerwoche" put up the question how to report on productivity origined by IT - I think a valid question, since most other areas can report sizeable gains in produtivitie over the past 20-30 years.
Why not IT ?

Is it necessary and appropriate to use units and other metrics to measure the perfomance of IT components to arrive a value assessment of IT in its various forms ?
Or is this expecting too much ? is it impossible ? do we have to resign and be content with the current situation ?
If it is an acceptable question, though, are there any answers ? what kind of units and metrics can be used for this purpose ? should they be technical or business or physical or ....?
